Reading Test 29 · Part 4 (Cashless Payments at a Festival)Pro

Read the following article from a website.

Summer Festival Considers Cashless Food and Ticket Sales

A recent review in Juniper Landing has raised the possibility of digital-only festival sales with cash conversion. Juniper Landing Summer Festival began the review because of vendor reports of cash-counting delays and security concerns at closing time. Those most directly involved are festival visitors, food vendors, event volunteers, and people without payment cards.

One supporter of the proposed change is Jillian Sato, the festival’s operations manager, because one payment system would shorten queues and simplify vendor reconciliation. That support reflects Sato's belief that volunteers currently troubleshoot cash floats, card terminals, and inconsistent refund practices at once. Sato says that vendors could close faster and volunteers could focus on visitor support. For Sato, implementation must ensure that cash-conversion booths charge no fee and unused balances are refundable.

For Opal Drummond, owner of a mobile food stall, the debate overlooks the fact that digital speed depends on stable networks, charged devices, and prompt settlement of vendor funds. Drummond considers this essential because small stalls cannot absorb a full day without sales when connectivity fails. “A terminal is faster than cash until every terminal stops together,” Drummond says; the recommended response is testing wristbands offline and keeping emergency cash procedures at each zone because offline processing and a documented backup could prevent a technical failure from closing the market.

The principal reservation comes from Hassan Viteri, a community financial-inclusion advocate, whose position is that cash conversion still forces some visitors through an extra queue before every other purchase. Viteri doubts the proposal for a practical reason: children, newcomers, and people managing strict cash budgets may not use payment cards. Viteri therefore warns that the event could remain formally inclusive while making participation slower and more visible for some visitors. Viteri proposes requiring every major food area to retain at least one direct cash vendor as a less risky response.

The final proposal comes from Travis Elmi, chair of the festival board: a one-day trial in one market zone with free cash conversion, direct cash stalls, and offline backup. The festival would then compare queue times, failed transactions, refunds, vendor closing time, and cash-user travel. The board will review the trial before setting payment rules for the full weekend.
