CELPIP vs CAEL: Which English Test Do You Actually Need?

Which test do you need?

Start with the door you are trying to open, not with the test. The table below covers the situations people search for most. If your goal is not here, the rule is simple: a government application means CELPIP, a school application means the test the school lists, which is almost always CAEL, IELTS Academic or TOEFL.

Can you use CAEL for immigration?

No. IRCC publishes the accepted language tests for each program, and CAEL is on none of them. For Express Entry, the English options are CELPIP General, IELTS General Training and PTE Core, with TEF Canada and TCF Canada for French. The Post-Graduation Work Permit page lists exactly the same five tests. The citizenship page accepts CELPIP General (level 4 or higher in Listening and Speaking), IELTS General Training, PTE Core, TEF Canada and TCF Canada.

A few prep sites claim CAEL was approved for Express Entry in 2020. That is false, and you can check it yourself on the canada.ca language testing page linked in the sources below. The only time IRCC ever used CAEL was the Student Direct Stream, which accepted CAEL and CELPIP General results from August 10, 2023. SDS closed on November 8, 2024, so that route is gone too.

Is there a CELPIP Academic test?

Not any more. Paragon acquired CAEL from Carleton University in June 2015 and retired its own CELPIP-Academic test at the same time. If you search for a CELPIP Academic price, practice test or booking page today, you will not find one, because the academic product in this family is CAEL.

There are two CELPIP tests today. CELPIP General covers all four skills and is the one used for permanent residence, work permits and most licensing. CELPIP General LS covers Listening and Speaking only and is designed for citizenship. The differences, fees and the mistakes people make when booking are covered in CELPIP General vs General LS.

Can you use CELPIP for college or university admission?

Sometimes, but read the list carefully. celpip.ca publishes an admissions page of institutions that accept CELPIP General. On the review date it was dominated by private career colleges, with a handful of public entries such as Lethbridge Polytechnic, NorQuest College, Northwestern Polytechnic, College of the Rockies and Coast Mountain College, and a few program-specific entries (a health care aide certificate at Bow Valley College, a master's preparation certificate at Brock). The University of Toronto, UBC, McGill, McMaster and the University of Alberta were not on it.

So the practical advice is: open the admission requirements page for your specific program and see which tests it names. If CELPIP is there, you can use it. If it is not, do not assume the school will make an exception because CELPIP and CAEL share an owner. Large universities generally list CAEL, IELTS Academic and TOEFL.

Students: you will probably need CELPIP later anyway

Since November 1, 2024, most Post-Graduation Work Permit applicants must prove their English or French with an IRCC-approved test: CLB 7 in all four skills for university programs and CLB 5 for college and polytechnic programs. CAEL and IELTS Academic are not accepted for this. Format compared: everyday English vs academic tasks

CELPIP General has four separate sections taken in one sitting of under three hours: Listening (46 to 55 minutes), Reading (43 to 56 minutes), Writing (53 minutes, two tasks) and Speaking (15 minutes, eight recorded tasks). The material is everyday Canadian life: a voicemail about a delivery, an email to a landlord, advice to a friend. Every part is on the computer and Speaking is recorded, not spoken to an examiner. CAEL has five sections and takes about 3.5 hours: Speaking (three tasks), Integrated Reading, Integrated Listening, Academic Unit A (reading and listening questions plus one extended writing task) and Academic Unit B (reading and listening questions plus one short writing task). The passages are academic articles and lectures, and the speaking and writing tasks ask you to use what you read and heard, the way a seminar or an essay would. Each CAEL test also contains unscored items used for test development.

• Skills are tested separately in CELPIP; in CAEL, reading and listening feed into the writing and speaking tasks.
• CELPIP Writing asks for an email and a survey response; CAEL Writing asks for an academic response to a reading and a lecture.
• CELPIP is test-centre only; CAEL can also be taken at home through CAEL Online in Canada and twelve other countries.

Score scales compared

CELPIP reports a level from 1 to 12 for each skill, and levels 4 to 10 line up one to one with CLB 4 to 10 in the IRCC equivalency tables (11 and 12 count as CLB 10). CAEL reports a band from 10 to 90 in ten-point steps for each of the four skills, plus an overall band. The overall band is the equally weighted average of the four components rounded to the nearest ten: 70, 70, 60 and 60 average to 65, which is reported as 70. Descriptors run from Low Beginner (10 to 20) through High Beginner (30), Intermediate (40), High Intermediate (50), Advanced (60), Adept (70) and Expert (80 to 90).

Fees, results and where you can take each test

In Canada, CELPIP General is $299 plus tax and CELPIP General LS is $199 plus tax. cael.ca lists CAEL at $295 plus tax, although its fee-change notice describes a move to $290 from October 2024, so confirm the figure on the booking page. International pricing varies for both. Rescheduling a CELPIP test costs $50 plus tax if you ask at least seven days before; CAEL allows one free transfer, then $50 plus tax, and refunds 50 percent on cancellation.

CELPIP results appear in your account within 2 to 4 business days. CAEL results take up to 8 business days, and CAEL sends your scores to five institutions at no extra cost. CELPIP is delivered at test centres in more than 35 countries with no at-home option; CAEL runs at test centres and, for CAEL Online, at home with remote proctoring on Fridays to Sundays. CAEL also limits you to one sitting in any five-day window.

Which is easier, CAEL or CELPIP?

The honest answer is that the question does not have a useful answer, because the two tests measure different things and cannot be used for each other's purpose. CELPIP feels easier to people who use English at work and in daily life, since every task is a familiar situation. CAEL feels easier to people who have recently studied in English, since lectures, articles and essay-style responses are what they do every week.

Pick the test your goal requires, then prepare for that test's format.
